Salem, Massachusetts is a town of slightly more than 40,000 people located in the heart of Essex County. Salem is the county seat. It is home to all major county offices. The town is one of the most historic and represents a major part of early American history. Salem has two courthouses, the Salem Superior Court and the Salem District Court. The district court handles the legal business of five towns:

Each of these towns has its own criminal element, some more severe than others. The courthouse is located at 65 Washington Street in Salem, right in the center of town. The superior court is diagonally across the street. A recent census breaks down the population of Salem as follows; White Non-Hispanic (82.4%), Hispanic (11.2%), Other race (6.7%), Black (3.2%), Two or more races (2.5%), American Indian (0.6%). Thefts represent the largest number of reported crimes in Salem followed by assaults and battery crimes. Drunk driving cases are regularly prosecuted in the Salem District Court as are drug crimes and domestic assaults.
